Looking for an old CINA report released in Prague

Drazí kolegové, tohle mi přišlo na HPA. Tak nějak pořádně netuším, co ten Turek chce, o sedmém únoru třicetjedna v Praze nic nevím, Vecihi-XIV je mi zcela neznámý typ... Pokud by někdo dokázal pomoci, asi by mu ten chlápek byl vděčný

Dear Sir(s)
I have some photographs and the three pages of (including the cover) certification report granted by the -then Czechoslovakian- branch of CINA (Committee Internationale de Navigation Aerien) in Prague on 7th February 1931 for a Turkish bi-plane "Vecihi-XIV" which is designed and manufactured by pilot, engineer and enterpreneur Vecihi Hurkus in Istanbul, Turkey.
I would like to get the complete report (which is about 60 pages in total) and then draw plans for a scale free flight model of this airplane. However, I do not know where/which authorities to apply for in today's Prague, Czech Republic.
I thought you -being a member to hippocketaeronautic's web site from Czech Republic- might help me to find out what and where this institution in today's Czech Republic is.
If you think you can help me with this out, please write. Then, I shall apply to this instituion with the documents
I have and request the complete report from them. (I can certainly send you the subject documents too, if you like)
